Announcing Wild / Town Entry

What steps will reproduce the problem?
1. Be inside / Outside Town
2. Walk in inside / outside Town / Wild
3. No longer get the Town / Wild message, Ex. Wilderness - PvP

What is the expected output? :
It to say Wilderness - PvP when you enter the wilderness
What do you see instead? :
nothing
What is your Towny version number? :
0.82.0.5
What is your TownyChat version number? :
same as above
What is your Bukkit version number? :
beta build
What operating system? :
all

show_town_notifications: 'false'

change that to 'true'

save the file and do a /ta reload
