Questioner Bug #1537

Minecraft 1.4.6-R0.3

If a Major or Assistant use the Command /towny add [Playername]

The Player get a Resident from the Town without /accept or /deny

But the Questioner is set True in the Towny Config.

    using_questioner:
      enable: 'true'
      # The command to accept invitations.
      accept: accept
      # The command to refuse invitations.
      deny: deny

I have Install Towny at another Server New. But its the same Bug.

You do not have questioner.jar in your plugins folder
