Suggestion: Add enemy and friendly towns. #1556

I have been using towny for a while now, and I really think towny is awesome. I 
have been messing around with Nations now, and noticed you could add friendly 
and enemy nations, and I think this would be a good idea for towns too.

On my server and on others, I know that most people like to "ally" with each 
other, but most don't want to be in a nation because it costs them more money 
than they would like to spend. If this idea was to be accepted, then they could 
ally and be classed a friendly / helping towns. It helps people differentiate.

I hope you will consider this idea.
