Towny not working for one single person #1557

What steps will reproduce the problem?
1. Making the player OP
2. Putting him in the Owner group

What is the expected output?:

The expected output is what I see.

What is your Bukkit version number? :
1.4.7-R0.1

What operating system? :
Windows 7 Professional

Problem:
Everyone except one player are able to use all the towny commands on my server. 
The player is a moderator and can not use any commands except /town. The other 
moderators on my server are able to do so. The problem remains even if I put 
the player in the default group.

First question is going to be:
What steps will reproduce the problem?
1. Using the command: /town mayor

I though it said reduce.

What steps will reduce the problem?
1. Making the player OP
2. Putting him in the Owner group

Your moderator group is inheriting two sections with towny permission nodes:
- default (which has towny.town.* which isnt a node anymore)
- g:towny_moderator (which isnt getting anything other than a chat node and 
some wilderness nodes)

The townyperms.yml would be affecting him in the same way as everyone else who 
can use the commands.

Tell me exactly which command he cannot use, that others can.

Basically, all the /town mayor commands. When he for example tries /towny mayor 
? he gets "Commands disabled: Using permissions".

I just found out that all the commands work 0-60 minutes after a server 
restart. Sometimes he is able to use towny commands for 10 minutes after 
restart. After those 10 minutes he can't use any of them.

Well can you think of any other reason why it would fail to check the proper 
perms after 60 minutes?
