What steps will reproduce the problem?
1. Create two enemy nations with Towny 'flag war' enabled on the server.
2. 'Cap' a town in one of the nations with blocks at the 256-height build limit.
3. Have the other nation attack a townblock in the town with the 'cap' above it
by placing a fence post.
What is the expected output? : Expect war flag to be placed and attack timer
with beacon to initiate.
What do you see instead? : Since there are blocks above the flag the attack
does not proceed since there is no open sky above the flag, and since the plot
has been capped at level 256 even if a player climbs up there the flag cannot
be placed above it.
Possible Fix Suggestion: Allow option to configure whether or not open sky must
be above the flag, in addition allow configuration to set minimum height flag
must be placed at (default sea level) to limit attacks in underground areas.
