The towny plugin is awesome, but with the two ranks for town being mayor and 
assistant, both these give a lot of control over the town and thus a lot of 
potential risk for bad decisions.

An additional rank, "Town Helper" that can do nothing other than invite people 
to town would be a great help in offering an additional level of trust to 
potential residents without giving them free access to the entire towns 
possessions.

You can set up any number of ranks in teh townyperms.yml. It is why we moved to 
such a file/system.
