Forgebukkit & Towny /accept /deny unknown command, /help towny = all nulls

What steps will reproduce the problem?
1. Get on a server with forge bukkit and towny, ie Tekkit lite or FTB
2. Type /help towny or try to join a town via /accept or decline /deny
3. You will get unknown command for /accept /deny and nulls for /help towny

What is the expected output? : To be able to join a town and see help options

What do you see instead? : Unknown command / nulls

What is your Towny version number? : Latest

What is your TownyChat version number? : Latest

What is your Bukkit version number? : Forgebukkit 227

What operating system? : N/a

Please use pastebin.com to link the following files:
- Your full server startup from server.log, Towny does not show up in logs only 
went vault hooks to it.

the accept/deny thing is due to BF lacking certain bukkit functions. This is 
being worked on by the BF team.

The /help towny is not something towny has coded.
