Suggestion: Limit number of outposts #1572

Describe in detail what your suggestion is, *make sure you search ALL
issues,* do not submit something that has already been suggested:

A way to limit the number of outposts a town is allowed to create would be 
awesome!

Perhaps a allowedOuposts: 3 in the config?
