Permissions conflict and chat problem on new townychat #1576

What steps will reproduce the problem?
1. Non-mayor and non-assistant are able to execute the commands such as /t 
toggle pvp or /t delete when this permission node is in place: towny.command.*
2. Without permission node towny.command.* mayor and assistant of both nation 
and town can't execute claim/unclaim 
3. Townychat is only work in 0.32 version, newer version doesn't work w/ exist 
config

Skipping these files is not an option. It is the easiest way to diagnose an
issue ticket properly. If you do skip this step then your ticket will most
likely be deleted and you will be asked to resubmit.

The Permission Nodes wiki page explains that most nodes do not need to be given 
to players. The nodes are handed out to the various ranks in TownyPerms.yml.

Your chat configs should update themselves automatically and you will want to 
be using the latest TownyChat 0.36.
