negated town perm and it still working~

What steps will reproduce the problem?
1.negate all town and nation new perms for group newbie

newbs cant make towns
What do you see instead? :
newbs can make towns!

What is your Bukkit version number? :
This server is running CraftBukkit version

What operating system? :
linux based

I have a feeling this is still perm related but i cannot figure out where i 
hope you can help me out on this i have so many one time newb towns which i 
have set 30day expire after inactivity but i dont want newbies to make them 
period.

Skipping these files is not an option. It is the easiest way to diagnose an
issue ticket properly. If you do skip this step then your ticket will most
likely be deleted and you will be asked to resubmit.

The only node that you need to give in GM is the towny.wild.* node, and nodes 
for your admins/mods

The townyperms.yml is giving players the towny nodes, if you have to remove 
some of them, remove them from there.

ok i see what you mean there I also see i can add custom ranks but ive looked 
through the wiki and dont udnerstand how to make a new towny group the default 
one also i work on timed ranks so once they hit 10hrs i want them to be able to 
make a town any idea on how to do this?

Remove the new-town node from teh townyperms.yml and continue giving it to your 
timed-rank.
