No Spigot support

What steps will reproduce the problem?
1. Install Spigot
2. Download Towny to the plugins folder
3. Start the server

What is the expected output? :
Towny loading

What do you see instead? :
2013-02-17 00:56:10 [SEVERE] [Towny Error] Unable to read CraftBukkit Version.
2013-02-17 00:56:10 [SEVERE] [Towny Error] Towny requires version 2602 or 
higher.

What is your Towny version number? :
0.82.1.0

What is your TownyChat version number? :
Not installed

What is your Bukkit version number? :
The Bukkit-fork named Spigot (spigotmc.org). Build #532 based on craftbukkit 
1.4.7_R1.1 and contains only bugfixes and performance tweaks. Should be able to 
pass version checks.

What operating system? :
CentOS 6 x86_64

  bypass_version_check: set to true it will fix
