Different levels of assistant

At the moment, assistants have nearly the same power as mayors. What I am 
suggesting is different assistant ranks. So for example, in order of importance

Mayor
Minister
Assistant
Helper
Ect...

So the mayor has all powers, the minister has most powers ecept for set mayor 
and /t delete
The assist has perms of a current assist, the helper is limited to adding and 
kicking and cannpt build on claimed plots. Of course there would be different 
ranks but, that is just an example. Thanks and I hope that this is added

You can already do this by configuring new ranks in the townyperms.yml file.
