Trigger events when plot 'ownership' changes or when plot 'type' changes

We're currently writing a custom plugin that will clean out old LWC protections 
when various events occur with Towny.  Most of the events needed seem to be 
covered but according to our plugin dev. there does not appear to be any events 
for when the ownership of a plot changes.

In addition, it might be useful for events to be thrown when the plot type 
changes.  For example, a plugin could watch for a for a shop plot to be changed 
to a default plot and then disable all the shops in the plot so residents can't 
bypass shop plot taxes (that's one of MANY possible examples).

Any possibility of events being added to accommodate this?
