Suggestion: Add the ability for users to join multiple towns. #1604

Have the ability for users to join multiple towns and claim plots. Using 
embassy plots is a cheap workaround and just doesnt make sense. Its a different 
town, not a different nation, and the user isn't an owner/assistant of another 
town (look up the definition of embassy).

Not possible with the way Towny is designed.
