Can you add configuration options to set a lower and upper boundary towny?

My use case is that I want to restrict people from editing the surface unless 
they claim that plot for their town, but once they're sufficiently below the 
surface, I don't mind where they go and what they do.  They should be able to 
dig a shaft on their town plot, and then go any direction they want underground 
looking for resources.

I recognize that some places may want to permit Towny to protect their 
underground bases, so this would have to be a configuration option.
