What steps will reproduce the problem?
1. Disable portals via worldguard
2. Create a portal inside a town claimed area
3. profit?

Portals to be blocked

What do you see instead? :
Portals being created

What is your Towny version number? :
v0.82.1.0

What is your TownyChat version number? :
n/a

What is your Bukkit version number? :
1.4.7R1.1

What operating system? :
Linux
