Cant set up the first town/nation for the server

how the heck do i create the first town on a server? i have only changed the 
cost of things in the settings, im admin
i get this when i type /town new ***** = [towny] You can't afford to settle a 
new town here.

i cant put money on a town bank since there isnt any.

and the how do u do faq for this plugin is to foggy since it dosent say how i 
set up the first town on a new fresh started server.

i thought of using this plugin... but since i cant get it to do what i want 
even when i followed the instrucktions word for word

Do you have an economy plugin? If you do you might need to 1) add vault, 2) add 
vault but remove register.jar.

i have imoneis (continuision of iconomy6)and i have removed the register.jar 
and i am using vault, as i said i installed Towny following the instructions 
line for line.
