How do i create the first town? #1631

when i type /town new *** (to create the first ever town on the server) i get 
[towny] you can't afford to settle a new town here.
im the serverr owner and admin
i tried add money to a bank then couldnt since im not a resident of any town

What is the expected output? : that i created the first town

What do you see instead? : [towny] you can't afford to settle a new town here

What is your Towny version number? : latest dev

What is your TownyChat version number? : latest dev

What is your Bukkit version number? : latest stable for 1.4.7-R1.0

What operating system? : Windows 7 ultimate

windows 7 ultimate 64bit it should say

Imonies isn't supported via vault. See the list of economy plugins supported by 
vault on their dev.bukkit.org page and select one of those.

how come it sais on imonies that it requiers vault then? how can it then work 
fine with everything else? using vault?

The startup doesn't show Vault hooking imonies at all.

I'm trying to get a hold of the iMonies dev in their IRC.
