I am having a bit of an issue with spam on my server in regards to people not 
using the right channels. I have set chat messages for every 2 seconds but I 
don't think that is enough

What I purpose is a chat timer setting flag PER channel. This way I can say 
make global chat messages every 10 seconds and other sub channels less forcing 
people to use secondary channels and not spam the general channel

What do you think?

This was shot down in the past, if it were implemented towny would have to be 
checking the spam in every channel for different time periods, instead of just 
one time period.
