Suggestion: TownAdmin and Plot commands #1648

I haven't seen this listed in other suggestions, but if it has been I apologize.

I'd like to suggest you make towny admin more admin-y as in letting admins do 
any towny command regardless of whether thier in the town or not as placing 
yourself as mayor then switching it all round isn't particularly streamlined or 
efficient.

I'd also like to suggest adding a perm node that lets that rank do /plot 
commands on any plot even of their not in the town.

It would be freaking amazing if you did... just saying ;D

Totally agree, would be nice when helping people with new towns or trying to 
find a town's outpost.
