Suggestion: Essentials home within town borders #1654

Describe in detail what your suggestion is, *make sure you search ALL
issues,* do not submit something that has already been suggested:

You should restrict "/sethome" for outsiders within the town borders. Since 
you've already hooked into it i thought it was not that big a deal?
And since towny is more RPG - no pvp based i think this idea will fit perfectly 
for the towny plugin
