Towny cannot read english.yml #403

What steps will reproduce the problem?
1. Install towny
2. Start server

What is the expected output? What do you see instead?

What is your towny build?
0.76.2.0

What is your bukkit build?
1.8.1

What operating system?
MineOS CRUX

Towny does load and works but this error is annoying. I have tried deleting the 
config and english files to allow towny to re-make them but this doesnt work. I 
also tried changing the file premission on the files to allow full access but 
this didnt work either.
