However, our player base has a tendency to promote most/all of their members to
assistants. On top of that, money isn't taken from mayors for 1-man towns,
deleting them from people who aren't very familiar with the plugin. I'm not
saying force it off, but as a server admin, I'd prefer that off by default,
with the option to turn it on in town settings.

The problem is that they're promoting many people to assistant, have them
demoted and teach the mayors how to use their town's plot-perms in order to let
people build where they should. The assistant group is for people in an
extra-mayor position. If you want, request an additional group on top of
assistants.

Fine, have assistants and officials. Town officials would be exempt from
taxes. Make it possible for a player to be in both groups so that you may have
players with assistant powers and then players with "officials" powers.

I agree it is also one of those pain points for new players/servers using
towny. A simple config to disable staff exemption would be helpful. Better
solution, imo, is to have it something a town can toggle with server admins
setting the default to on or off.

I would also like to see this ability, especially server wide. I find that
many people do put all their money into the town bank, to prevent from loosing
money when they die. Forcing staff of towns to pay taxes will prevent this, as
the mayors are required to hold directly onto funds, and thus they cannot just
keep collecting money from their residents, otherwise they themselves will be
kicked from the town. Additionally I understand that staff is able to withdraw
from towns, however with the staff being force, it also force them to be more
active on the server to maintain their position in their town! Just some
things to think about!

This is now controlled by a permission node towny.tax_exempt, you can now also
make players pay for deaths personally, from teh townbank and the nationbank.

OK I am aware of the permission, however is it supposed to be used in the
townyperm.yml file or in another permissions plugin? Additionally does the
permission just negate the tax exemption? As of currently the Towny.tax_exempt
permission is not present in either of the permissions files, and yet staff are
still exempt from paying taxes. So I assumed it still hadn't been fixed. Also
players on my server do pay for death, however it seems that players only pay
when they are killed by mobs or other players. Is there a new version of town
that I'm not aware of?

If you run 0.88.0.0 then you'll have the new death-price feature.
From the nodes wiki page:
"towny.tax_exempt – Grant this permisison to any rank you do not want to pay
taxes. ** ONLY works in TownyPerms **. Will not work in external permission
plugins."
Make sure the mayor and assistant ranks dont have it.
Make sure you're running an up to date version of towny.

OH OK! That means that I am slightly out dated, I must have missed the newest
update. Thanks for getting this to me, and thanks for the help! I will make
sure that towny.tax_exempt is NOT in my townyperms folder after I update the
plugin! Thanks again!
