Lost town spawn points, plot ownership, and some commands #800

What steps will reproduce the problem?
1. Server files changed hands
2. Loaded and upgraded towny (MC1.1 to MC 1.2 versions), it says towns still 
exist from old world, people still part of towns etc
3. All towns have lost their spawn points, plots, etc

What is the expected output? What do you see instead?
All the old town data is there, town names show up, the towns are listed as 
existing when I use the /t list command. I get my own town data when I use /t. 
When I check /towny map though, none of the plots in the towns are claimed. But 
it shows that plots are claimed somewhere that we are unable to determine.

What is your towny build? 0.79.1.0 (listed as bleeding edge on dev.bukkit)

What is your bukkit build? R0.2/#2041 (newest)

What operating system?

Please use pastebin.com to attach links to relevant files which could
include your towny config.yml, your permissions file, broken town files
that prevent towny from loading on startup.

Sounds like you changed maps and tried to retain old towny files.

No, we kept the old map and moved servers and updated from 1.1 minecraft and 
compatible bukkit to 1.3 and newest bukkit.

The only way spawn points can be lost is if you changed world names or 
something in the move.
That or your multiworld plugin isn;t loading before Towny. This is why end 
users shoudl not use Dev's of Bukkit.
