fixes excess tabbrowser height #227

Thank you, but unfortunately I won't merge this, not unless you can figure out to limit the effect to only Firefox 107.

Indeed, it does make the style work in Firefox 107, but it also completely breaks the style for Firefox 108 and above. IMO it is better to just leave the style as is, and instead let users set layout.css.moz-box-flexbox-emulation.enabled to true for 107 cycle.

I'll close this as multi-row_tabs.css works fine now.
