Okay, thanks. There is actually an issue with that rule such that it affects icons in the main toolbar though it's not supposed to. However, I don't want to remove this rule altogether because it is useful for the style, but we just need to scope it such that it only affects extension items in the panel and not the icons in the toolbar.
I'm going to reject this pull request, but fix the issue shortly.
