Proxy for Pool API #157

Currently in test bed. Should be in next version or the one after.

Pool API Requests will be proxied through the defined server. If the proxied request, will fail back to direct pool request. (So instance still gets updates if server is not responding) Cache duration will be set in config.

First run of the server will require elevation and trigger UAC.
