Massive file sizes.... #3

Why the heck is this "FiveM ready" but the files are huge and spam texture stream issues on console start? These need to be heavily optimised.

This pack is not mine and I know it needs an urgent optimization, we agree on that, but I'm learning and I have just the time. If you are for the work of optimizing them, go ahead :)

@MrPotrex so I had some time to look at these, I tried getting one wheel and re-sizing it and re-saving as DDS using both BC1 and A8R8G8B8 but when you load them in, it makes some of the rim transparent and messed up.

I asked a car dev about it and he said the files are locked?
