add checking karma limitation feature #160

Hey @MrPowerScripts , since there is an issue #140 about karma limitation so I decided to give it a try. Tested on my account without error. So take a look 😄

this was close! I didn't want to remove your efforts, so I just changed some stuff on top of your commits. so it'll still show you as a contributor. I made it so people can set limits for comment or post karma. I also adjusted to command so it works like the other commands. Appreciate the help! fixes #140
