localization strange behaviour

What steps will reproduce the problem?
1.Install a fresh copy of PWM 1.5.3 on Tomcat5
2.Configura Tomcat language to en_US
3.Perform PWM basic configuration, localizing APPLICATION-TITLE for the "it" 
languange
4.Access the main PWM page with a browser set to use "it" language.

What is the expected output? What do you see instead?
The entire page should be localized in italian, while only the 
APPLICATION-TITLE is. The main page always use the Tomcat5 language for the 
page body, while the APPLICATION-TITLE is correctly localized. Switching 
language through the footer menu works, but I want to remove that footer and 
PWM localize the page according to the user's browser.

What version of the product are you using? On what operating system?
1.5.3, both with Firefox or IE.

Please provide any additional information below.
Starting tomcat5: Using CATALINA_BASE:   /var/opt/novell/tomcat5
Using CATALINA_HOME:   /var/opt/novell/tomcat5
Using CATALINA_TMPDIR: /var/opt/novell/tomcat5/temp
Using JAVA_HOME:       /opt/novell/jdk1.5.0_14
