Microsoft AD - Password change error

What steps will reproduce the problem?
1. Configure PWM for Microsoft AD
2. User logs into change password
3. Error is received

What is the expected output? What do you see instead?

We would expect the passwords we use to be valid, the ones we've tested are 
very random and follow the complexity requirements but we still get a password 
does not meet complexity error.

Users can login correctly, can get into the admin if allowed, but can't use the 
password change functions.

What version of PWM are you using?

1.5.4

What ldap directory and version are you using?

Microsoft AD 2003 R2

Please paste any error log messages below:
