It does seem to work just fine on a brand new V10 PF2e world. I've tested this on a newly created actor in both worlds and the V10 Foundry is a fresh install with the world copied over.
I've attached relevant logs from both worlds, although the only difference is in the old world nothing happens past the "Rendering Tokenizer" line.

I just tested it with a migrated DnD5e world as well and the same issue occurs.
This issue did not occur when I upgraded the existing V9 install to V10 so it's likely a mistake a made when copying the world or a core Foundry issue.
