Audio bitrate issue - maximum of 128-140kbps (expected 192kbps+)

What operating system do you use ?

Win 10

List of actions to perform to reproduce the problem:

1. Insert video (4k+ music video preferrably), i.e. https://www.youtube.com/watch?v=O3l_QJ7OZIw or https://www.youtube.com/watch?v=S5fr5mYA8Ig )
2. choose default and have "Extract audio from video file" option checked (bottom audio quality option did not seem to have any effect on this use case)
3. check the results - maximum bitrate you can get is 128-140kb/s

What is the expected behaviour ?

I was expecting higher bitrates (as I kept default as it was suggested to get the highest quality possible) - videos I am interested in are "music" videos, I know, that since 2014 (or so) there is at least 192kbps and especially with the latter videos I reckon maybe 384kbps may be available (when browsing google looking for articles with keywords "youtube, maximum bitrate, 2017,...".

What happens instead ?

I get a maximum of 128kbps from audio, with just a few (like this https://www.youtube.com/watch?v=S5fr5mYA8Ig ) topping at 140kbps.

Before I used M4A as a target format, but it was even worse, it was generating ~160kbps M4As with a noticeable distortion at higher frequencies (weirdly, switching MP3 and OGG were fine with rest of the settings settings being same).

Or...is it possible something changed and there is really nothing above 120-140kbps?
