The portable version can be put on a USB stick, for example, as it does not require any installation and you can just open up the .exe file in there. The normal download requires you to install the software to a specific directory.
@MoaufmKlo, thanks. That makes it sound preferable to the normal install, as it would be easy to manage with all of it in a self contained directory. A kind of simple, poor-mans package management. Is there some advantage to a normal install?
You don't have to install it. You can just open the exe and it's there, although you don't get a shortcut.
What is the purpose of your issue?

How does the windows portable installation differ from the normal windows installer? I'm not a windows user but am trying to help one out and am not sure which would be best to use. Maybe add a small bit to the windows installation section about when to use which?
