Dropped almost all deprecated set-output command usage
Note: May need to find alternative for our auto-versioning action (PaulHatch/semantic-version). Seems like v5 (which will be needed by June to address deprecated set-output command usage) has removed support for short-hand tagging (v4.0 vs v4.0.0).
