Allow to see chat history without reporting #153

Should maybe add a special command and a special permission for that, in order to prevent abuses. Maybe also add an exempt permission to protect some people from being spied.

On second thought, I think it would be a dangerous feature, because it would allow any staff to spy on anyone in a practically invisible way. I prefer the current state of TigerReports that forces staff members to create a report if they want to access the chat history of a certain player. This implies that other staff members can see it and question the activity of that staff member, reducing the risks of abuses. Added to that, TigerReports aims to give tools to manage reports with data to help understanding the context. But the goal is not to spy on players.
