Add interpreter for commands #1

Add interpreter for commands, so that the bot can be added to voice channels on command. At this moment, the only functionality this bot has in text channels, is randomly responding to messages that contain certain keywords (or at a 1 in 50 chance).

The bot should join or leave voice channels on command. It should also be able to leave automatically after a specified amount of time or after a default timeout has occurred.
