Support for hall effect motor encoder #12

Support for https://www.sparkfun.com/products/12629. When calling encoder_config, user will be able to specify a three pin encoder or the hall effect encoder.

Implemented with version 1.5 encoder type is selectable via parameter in encoder_config()
