1.12.2 - Storms in snow biomes do not have distant downfall #185

Describe the bug In a snow biome, storms do not have distant downfall at all. I am not sure if this is intended behavior, or if this will change with the eventual snowstorms addition.

To Reproduce Steps to reproduce the behavior:

  1. Go to any snow biome.
  2. Summon any tornado, as by default most (if not all) summoned storms have distant downfall.
  3. Notice that there is no distant downfall present.
