Add Boost::filesystem link directive since it is no longer transitively included via cetlib_except::cetlib_except.

This branch is based on commit:53f9262d40aa405f6f894ab4a05f65a16ad08fc2, and should be tagged with 'd11_02_00' when merged.

It appears that Jenkins is down. This PR does not have any coverage in the CI since it's all in the CMakeList.txt files.

I will approve merge and tag.
