Update test on ROOT_VERSION to >= v6_30_04. #164

This is the version installed in our p056 al9 configuration. The test now covers all versions of root that we have in our ups and spack areas.

@sophiemiddleton @brownd1978 This is a high priority fix that will enable building on AL9. Previously I tested on >= root version v6_30_06, which was correct for sl7 art suite v3_15_0. However the AL9 version of that art suite has a cross-stitched build and uses v6_30_04.

Until we get a new envset, on AL9 p056 you need to

muse setup ( with p056 implied or explit) export ROOT_VERSION=v6_30_04 muse build
