Added python util #177

Contains a few well used functions in an interface to allow users to import into a given python script and use these functions.

We intend to evolve it as we develop more examples.

Hi andy,

I am upgrading the tutorials for the other issue, should I include this in that or here. Yes the many files thing should be doable. I can upgrade it if you want, now or later?

I think for this PR you can just add a one-line page saying something like "We have a python utility package here: link" and link it from the main page or something. Then your upgraded tutorial can be a separate PR

If it's easy to do the many files thing now, then go for it; otherwise, we can just open an issue and come back to it later

I've added a simple tutorial. Let's open a new issue for the multiple files, I need to look over some examples
