rendezvous AP approaches too fast #1072

i've had several incidents of MJ autopilot ramming my stations because MJ thinks 100 m/s is an appropriate approach speed for a 300+t craft. doesn't help that MJ doesn't handle ullage properly.

@lamont-granquist I think we can close this one unless you want to change the default value of 100m/s.
