html in annotation note isn't fully working #310

The annotation description still allows for use of html. I used it to include a hyperlink to another document. The text appears to include the hyperlink, but it isn't a hyperlink (cannot be clicked).

The text of the note is:

Policy 2.1 Section 6.A.5. is apparently the line that <a html="https://www.documentcloud.org/documents/23949906-public-records-order-r-21-027">the Ethics Commission determined to be exempt from the PRA</a> under the "investigative report" exemption.

Looks like the href attribute is getting stripped. I'll take a look at what's doing that.
