Filtering system needs improvement

I meant to get this done by redesign launch but ran out of time. It works, but not well.

• The styling is pretty ugly
• Agency and jurisdiction don’t work great
• Can’t filter by tag or user

Additional filters to consider:

• Embargoed (ONLY for user's own requests)
• Agency level (federal, state, local) — this should work in concert with the Agency filter as a dropdown

Doing something more standard like this is probably a better idea than the drop downs we have now

Another filter to add: Sort by most recent update.

The basics are that I should probably switch from a list structure to a table structure. Sorts will be handled by table columns, while filters will be handled in a similar way to now, with added fields for filtering by user and by tag.

Search needs some big improvements (#229), so this will come at about the same time as those problems are solved.
