Initial support for FOIA Logs

• Adds a list of FOIA logs to agency pages under a new tab

Exactly, saving /foi/logs for an Explore-style landing page. This matches the hierarchy of other sections, as well.

Should the list view have an agency filter, and the agency only view be replaced by the list view with prefilling the agency filter in? (This is how it is done with requests). I think this seems simpler than the dedicated agency list views?
