Technically public, but it would be good for privacy reasons to hide the requester name for logged out users. I would restrict to just pro and org users for now. Don't need to market that for now, but would like this implemented sooner rather than later particularly since we have a lot of immigration related records on there now.
Would also make sense to hide this search field for non-pro users
