I created an invite-only plan, DocumentCloud Premium, that was meant to allow orgs as small as one. I think that the UX checks what the current minimum of the plan the user is on (in this case, they had a free plan) and won't let you set the minimum lower than that, thereby making it impossible to sign up for fewer than five users even though they should be able to register for just one or two users.
As a temporary workaround, I'm seeing the minimum users to five and undercharging them, but we should get that fixed.
