How do we want user search to work across Squarelet/MuckRock/DocumentCloud?

In discussions with Mitch, we realized that we are a bit inconsistent with how users of our services can view user membership within orgs. We should probably shape which direction we want to head with this in terms of how discoverable users are in an org membership. Members within an org will probably need access to the member list within the org (at least admins), but members of other orgs- should they have access to this information?
