Corrupt Icarus.settings file causes Icarus to shutdown quitly when started #886

What steps will reproduce the problem?
1. Delete contents of Icarus.settings file in users AppData directory
2. Start Gallio.Icarus.

What is the expected output? What do you see instead?
Expected the user interface. Instead nothing happened, process shuts down 
quitly, nothing in eventviewer and no message on what the problem may be.

What version of the product are you using? On what operating system?
3.3.458

Please provide any additional information below.
Only found the issue after running Gallio Control Panel which showed an 
exception concerning the Icarus.settings file being corrupt. After deleting the 
file, Icarus started.
